In 2004, under the leadership of Senator Robert C. Byrd, the US passed legislation requiring all educational institutions that receive federal funding to implement educational programs relating to the US Constitution on September 17 of each year. On this date in 1787, the delegates to the Constitutional Convention met for the last time to sign the United States Constitution and present it to the American public.
